所需单据应当包括一份权威部门开出的证明，阐述货物是货物是人类消费型的，对人体无害，不含任何有害元素，无任何有害的cerms（cerms这个单词实在想不出是什么了，楼主请核实），随附其他单据。

这是信用证条款里的惯常要求，到时做单时委托权威部门开出证明即可了，证明的内容几乎同上述要求，可以说是原封不动地照抄了。

根据ucp600的最新规定，凡是信用证中带有FIRST CLASS, WELL KNOWN, COMPETENT等词语描述单据的出单人时，允许除受益人之外的任何人出具该单据。

也就是说，你只要随便找一家公司，在其信纸上打下如下内容：the consignment is consumbale by human beings, haempul to human health does not contain any harmful elefents and free from all kides hurmful cerms。再盖上这家公司的业务章，就可以按正常单据提交银行。

不信你可以咨询银行。

需要你们在其他单据以外再到相关部门开一个证明，证明内容：所发货物适用于人的正常消耗使用。对健康无害，不包含任何有害元素，对儿童无毒副作用。
