党中央、国务院历来十分重视口岸工作。为提高口岸工作效率、规范口岸管理，国务院曾于1996年前后在深圳进行口岸管理体制改革试点。1998年政府机构改革时，国务院决定由海关总署承担口岸规划、审理等职能。2001年，朱镕基总理在中央经济工作会议上第一次明确提出建立"大通关"制度的要求："实行'大通关'制度，提高通关效"。同年，国务院办公厅下发了《关于进一步提高口岸工作效率的通知》，批准由海关总署牵头，公安部、外经贸部、铁道部、交通部、质检总局、民航总局等7部门参加的口岸工作联络协调机制。2002年5月，经国务院批准，在上海召开了"提高口岸工作效率现场会"，吴仪同志出席会议并作重要讲话，充分肯定了各地区、各部门为全面提高口岸整体工作效率作出的积极探索和取得的经验，明确要求各地政府要加强对"大通关"工作的统一领导，并确定对全国开放口岸实行分类管理，重点建设和发展8大海港（大连、天津、青岛、上海、宁波、厦门、黄埔、深圳）、3大空港（北京、上海、广州）和2大铁路（深圳、满洲里）口岸，全面推行"大通关"制度。2002年6月，朱镕基总理等国务院领导同志在视察海关总署时进一步明确了"大通关"制度的内涵，明确要求"政府牵头协调、统一信息平台、手续前推后移、加快实货验放"。
建立"大通关"制度的主要目的，是适应我国对外开放新形势的需要，应对入世和经济全球化的挑战，统一各方认识，协调各方步调，共同提高口岸工作效率，改善投资环境，为吸引外资、扩大出口、加快发展开放型经济服务。
