声明表示，朝鲜将“千方百计地加强自卫性的核遏制力量”。为此，朝鲜将按原状恢复已经去功能化的核设施，并使之正常运转。作为这一措施的一环，朝鲜将对从试验核反应堆中取出的乏燃料棒进行再处理。朝鲜还将“积极研究建设自己的轻水反应堆问题”。
朝鲜5日宣布成功发射了“光明星2号”试验通信卫星。联合国安理会13日就朝鲜发射问题一致通过了一份主席声明。声明说，朝鲜的发射活动违背安理会第1718号决议，安理会对此表示“谴责”，并要求朝鲜不再进行进一步的发射活动。
