我国作为能源消费大国，日益面临能源短缺、生态环境恶化等方面的严峻问题，要转变经济增长方式，建设资源节约型、环境友好型社会，必须走循环经济之路。我们可以通过改革现行税制、开征生态新税、完善税收优惠政策，引导全社会合理利用资源，促进环保产业、低耗能产业的发展。
