该设计分六个部分，分别是项目施工基础规划，项目施工进度规划，项目施工成本规划，项目施工质量规划，项目施工设施规划和项目施工平面规划。主要内容有确定合理的施工顺序、选择合理的施工方法和施工机械，确定合理的施工进度，拟定技术上先进、经济上合理的技术组织措施，采用有效的劳动组织并计算劳动力、材料、机械设备等的需要量，确定合理的空间布置，合理组织包括基本生产、附属生产及辅助生产在内的全部生产活动等，重点是控制好施工总进度。
