市管县体制是目前我国城市行政管理的主要体制之一。我国实行市管县管理体制，是新中国成立后不久，为发挥中心城市在经济建设中的聚集效应和辐射作用，同时也有利于保证城市蔬菜等副食品的供应、完善城市功能而逐步建立的。随着改革开放的深入，受经济社会发展的制约矛盾日益突出，市管县体制成为各界所诟病的对象，浙江省等大城市所推行的市管县模式成为人们关注的焦点。贵州处于西部地区，经济发展比较落后，地理复杂，又是一个多民族地区，与沿海发达城市存在很多的不同。因此，贵阳市的行政体制改革，只有结合当地实际，因地制宜，灵活推进，趋利去弊，才能达到提高行政效率、降低行政成本、促进区域经济社会全面发展的目的，决不能采取一刀切的办法。本文通过对市管县体制的有关研究，针对贵阳市现行市管县体制的现状，分析其利与弊，探索其今后的发展改革对策。
