中国社会正处于转型阶段，民众对福利改革的呼声渐高，且我国福利制度发展还不完善，本文基于以上几点，通过分析现阶段我国社会福利制度的现状和缺陷，试图探索适合中国国情的福利制度建设，以满足社会成员高层次社会性保障需求。

Chinese society is undergoing transformation, people's welfare reform increasing the voice and the development of China's welfare system is not perfect, this paper, based on the above, through the analysis at this stage of our social welfare system and the shortcomings of the status quo, trying to explore that suits China's national conditions welfare system to meet the needs of high-level members of society demand for social protection.
