摘 要：绩效评价的研究是关系到社会、所有者、债权人、经营者和员工的重要课题，兼具理论和实践的意义，得到各国专家和企业界人士广泛的关注。近些年来，绩效评价在我国企业管理中已有一定规模的应用。而研究茎秆作物的生物力学性质可为相关作业机械提供设计参数和依据，也可对茎秆作物生物力学进行评价，并且能更好地揭示生物的物性本质。••本文的主要研究内容如下：在综述了国内外绩效评价的现状和发展历程和各种研究茎杆作物优种筛选生物力学性能实验的基础上，阐述设计茎杆作物优种筛选生物力学性能评价系统的意义。然后对茎杆作物优种筛选生物力学评价的概念和评价方法进行了界定和综述。
根据评价指标体系设置的原则和思路，采用平衡计分卡的设计思想，然后结合茎杆作物优种筛选生物力学性能基本情况，以求得影响茎杆作物优种筛选的主要生物力学为主线，建立评价指标体系。
运用模糊数学原理，在建立了因素集、评判集、权重集的基础上进行了单因素模糊综合评判，并采用模糊变换法、以“乘”代替“取小”、以“加”代替“取大”、“加权平均”四种方法对评判指标进行了处理，进而建立了模糊综合评判模型。
应用 Visual Basic 6.0 语言，进行计算机辅助评价系统的程序设计。该系统分为“数据生成”和“综合评判”两部分，“数据生成”程序可以形成适于综合评判的数据文件，“综合评判”程序可以在给出评判矩阵数据文件、加权向量数据文件和评判集数据文件的基础上求出结果向量。
