答案是：depends on.
为什么要变为单数？？除了看到主语是第三人称以外，还有什么时候用单三？我很晕啊

因为depend 的主语是Whether we will go out for a picnic or not
除了看到主语是第三人称以外，看到一件事和从句都要用单三

....这是因为这句话的主语是whether we will ... or not.
不是we.
是whether引导的从句.
类似于What引导的主语从句.

谓语动词当然就是单数.
