1.that作先行词可用于人和物，who只能用于人。be used to do表示被用来做，不符合句意，used to do 表示过去常常做某事。D选项was去掉则等同于A
2.这句句子解释为这里没有公用电话亭的提示牌，在那么早的时候我也找不到可以询问的人。所填空解释为“也”，因为前句中有表示否定的词 no， 所以后半句只能用表示否定的neither或nor，这两个词表也通常放于句子开头，而either表否定，通常放于句首。
