apparent motion of a star,It's a circle round celestial pole.the star more near celestial pole(high in the sky),the circle more small.the speed of the star's apparent motion with a small circle is slow.so it is more difficult to notice the slower motions of stars that are high in the sky than those that are near the horizon with a higher speed.
