I'm a Japanese who have some mainland Chinese friends and one Taiwanese friend in Japan.

It's not a Japanese sentense, it's Taiwanese letters used to how to pronounce particular hanzi(s), just like pinyin in mainland China.
Of course hanzi is used in Taiwan, but the letters (actually, they are jihao not zi) you rote in your question are used to explain the sound of prononciation.
I went to Taiwan last year, and saw that in many place in there.
I baught a nice electlic cidian WuDi or VESTA in Taiwan, it can show me both pinyin and "the letters" for a paticular word.
I've masterd pinyin and am going to learn that.

The letters was made in mainland China at the early 20th century, under influence from Japanese characters (I mean, some Chinese people want to make their alphabet like Japanese KATAKANA, and they made by theirselves), so som
