国家助学贷款是党中央、国务院在社会主义市场经济条件下，利用金融手段完善我国普通高校资助政策体系，加大对普通高校贫困家庭学生资助力度所采取的一项重大措施，自1999年实施以来取得了很大的成就。但同时，国家助学贷款在运行中表现出一些矛盾和问题，本文通过对国家助学贷款现状和问题的分析，提出了完善国家助学贷款制度的一些思考。

Under the condition of socialist market economy,

the strategy of State loans for students is a significant measurement

taken by Chinese Party Central Committee and State concil , aiming at

improvement of the financial aid system for

colleges and universities in our country ,and also to make greater

effort for the aid to students in impoverished families .

This policy was implemented in 1999 and significant achievements can

be seen .

But meanwhile ,Some problems and contradiction represnted during the

proceeding of state loans .

The purpose of this thesis is to propose some pratical suggestions

for improving the System of State loans for students based on the

analysis of our present condintion and deficiency .
