国际经济学界对人力资源概念做出了多种多样的定义。笔者认为，广义上讲，人力资源指智力正常的人；狭义上讲，人力资源指能够推动国民经济、社会进步、企业发展的具有脑力劳动和体力劳动能力的人们的总和，企业人力资源所占比重最大。抽象地说，人力资源指一定范围内人口总体中所蕴涵的劳动能力的总和；具体地说，人力资源指一定范围内具有劳动能力的人口的总量。它与自然资源相对应，是以人的生命机体为载体的社会资源，是生产活动中最活跃的因素，被经济学家称为“第一资源”。当前，我们最应该关注的是狭义上的人力资源，即以企业人力资源为主。
而人力资源这个概念在中国的传播，只是近几年的事情。在此之前，中国只有人事工作。把人事这个词变成人力资源是一个战略性的转变：不再简简单单把人力的消耗仅视为成本，人原本就是一种资源，既然是资源，则意味着人的价值可以通过培训、教育，使其富有经验和价值等方法手段得到升值，而这种升值会给企业带来巨大的回报和效益。因此人力资源管理其本身就有着战略性的意义。 人事工作包括人员的招聘、员工的档案管理、合同管理、薪资福利的制定计算与发放、考勤及休假管理工作等。如果将人事的概念提升到人力资源的高度，则以上的工作只是人力资源管理的基础性工作，而完整的人力资源工作还应该包含更多的内容，包括构建合理的组织架构，建立完善的职位体系、培训开发体系、职业生涯规划，绩效管理体系、薪酬管理体系，建设并完善企业文化，并随着企业规模的变化和人力资源管理工作的规范，引入人力资源管理信息化系统，实现现代化的人力资源管理。
