最后，对湘江流域长株潭段的生态总体规划和治理提出了一些意见。一是要注重湘江干流水资源的开发，实现水资源的可持续利用。二是推进长株潭都市区湘江生态经济带建设。随着《湘江长沙、株洲、湘潭段生态经济带开发建设总体规划》的实施，该湘江段将赋予更多的功能。围绕湘江生态经济带这根主线, 需重点研究沿江风光带建设和区域经济发展对生态与环境的影响, 正确处理好经济发展和生态与环境保护的关系, 以实现生态效益、经济效益和社会效益的高效统一。三是对湘江流域生态规划的法律思考，提出: 通过制定国家自然资源规划基本法, 明确生态规划目标, 从实体与程序上对实现湘江流域生态规划和治理提供法律保障,建立与完善湘江流域生态规划四种基本制度。
