“执行难”是我国民事诉讼实践中的一个突出问题，也一直是我国人民法院面临的一个难题。本文从“执行难”的概念，成因及对策三个方面对该问题进行了初步探讨。以期对理论与时务有一定的裨益。
首先是执行难的原因，执行难作为一种社会历史现象，其形成绝非一朝一夕之事，其形成原因也绝非一种，而是众多社会原因，历史原因混杂一处，经过长时间“发酵酿造”而成的。一是我国的强制执行立法不完善；二是执行体制不健全；三是市场主体信用观念和信用体制的缺失。表现在我国传统的“赖帐逃债”不良文化上；四是社会方面的原因；五是当事人方面的原因；六是法院的执行机构队伍建设存在的问题；七是执行力不适应执行任务增加的需要；八是地方保护主义和本位主义思想严重。其次是缓解执行难的对策，要从根本上解决执行难的问题，应该从以下几个方面入手，一是增强公民的法律意识，鼓励公民学法，知法，护法；二是制定单独的强制执行法；三是利用舆论监督，争取社会支持；四是提高执行人员自身素质；五是防止地方保护主义和部门保护主义；六是积极探索更加科学完善的执行运行机制。最后文章对解决“执行难”的问题进行了简要的概述。
