This kind of support,like all governments support,requires decisions about the appropriate recipients of funds.Decisions based on utility as opposed to lack of utility are straightforward.But a decision among projects none of which has immediate utility is more difficult.The goal of the supporting agencies is the praisable one of supporting "good"as opposed to "bad"science,but a valid determination is difficult to make.

政府对科研的资助也跟其他的政府资助项目一样，决策者需要决定将支持资金投入到哪个科研项目中。如果只是根据哪个领域缺乏科研项目就决定投向该领域的科研项目，那么这样的决策是很容易做出的。但是通常各个备选的科研项目都没有“立竿见影”的效用，在此做出决策就要困难许多。科研资助组织的目的就是在各备选项目中分辨出“好的”和“糟糕的”的科学，但在实际决策中，这个过程要复杂的多。
