请高手帮我看看这个句子的错误吗

即：The general gave orders that only those closest to him have access to this information
我的疑问有二：
一：能在gave orders后面加个从句吗？
二：后面的是have还是had呢？从orders看是have，但谓语是gave，所以我就不懂了。
请高手指点。

一.order 后面是同位语从句。that后面的内容即order。
二。这句话可分成：
1。The general gave orders.
2. only those (省掉部分是定语)have access to this information. have的主语是those（那些人）
三 用had 我觉得也没错。因为前面用过去式gave。

those 后面 感觉需要一个who

一：gave orders后面本就是个从句.
二：后面应用had,不能用have,主句和从句的时态应一致.orders是名词不是动词,gave orders放在一起才作谓语.

those后面应该用have 而且those 可以加who
