移动运营商单独运营
在移动运营商单独运营模式中，移动运营商单独运营业务，广播公司仅为内容提供商。由于
移动网本身具备较为完善的用户管理以及计费机制，所以此种方式很容易实现视频节目的定
制和互动等操作。但是业务质量因受到下行传输容量的限制而难以保证（流媒体方式），且
由于移动系统自身的广播技术需要占用3G系统的核心频率，对于频率资源本已紧张的移动网
络来说无疑是一个较大的问题。
2、广播公司单独运营
该模式下，广播公司利用已有的数字广播电视网络或新建网络向移动用户提供手机电视业务
。与移动网络运营商单独运营的模式相比，这一模式实现广播业务的能力较强，业务质量和
效果都非常好。但存在如下3点问题：
·用户认证问题：由于没有上行网络的支持，所以用户的身份信息不能传递给网络，系统无
法对用户进行身份认证。
·收费问题：由于广播网不能对用户进行身份识别，因此也就不能按用户进行计费。所以只
能沿用传统的商业模式，即利用频道收费和广告等获利，缺乏更有效的资费手段。
·无法提供节目定制和互动等用户个性化服务，而且在市场运作和终端销售方面较移动网络
运营商缺乏经验。
韩国T-DMB手机电视业务采用了这种模式，由广播公司利用T-DMB网络提供免费的手机电视业
务。不过T-DMB业务的发展得到了政府的大力支持，不太具备可复制性。并且T-DMB运营商也
在和移动运营商商谈合作事宜，以提供收费电视频道。
