尽管东莞市经济以22%以上的速度持续快速发展，工业实力日趋雄厚。但是由于东莞市的污水收集管网和城市污水处理厂等环保基础设施建设状况远远落后于城市的发展，使该市的水环境受到了严重的污染，主要表现为大量未经处理或未达标的工业废水和生活污水排入地表水体，导致江、河、湖、库受到不同程度的污染，特别是流经城镇中心的河涌污染更为严重，出现了黑臭现象。城市水环境质量的明显恶化也严重影响到东莞城市居民的生存环境和身心健康，也破坏了东莞的投资环境，极大地制约了东莞经济的可持续发展。
为了尽快改变东莞市水环境污染的现状，东莞市开展了大规模的环保基础设施建设。根据规划，截至2007年底，东莞市计划投资70多亿元，在全市新建36个污水处理工程，铺设截污管网700多km，使全市污水日处理规模达251.4万吨，污水处理率达到79%。东莞市是我国新兴城市群中的一个典型代表，大规模建设环保基础设施有助于迅速改善环境状况，保证城市经济可持续发展，对全国类似城市群环保设施的建设具有重要的指导意义。
东莞市政府在考察了中国环境科学研究院环境工程设计中心业绩、技术力量、综合实力等多方面因素后，聘请中国环境科学研究院作为36项污水处理工程的技术咨询服务单位。中国环科院组织了在市政工程、建筑结构、施工管理、工程造价、电气自控等专业方面有丰富经验的专家十多名，于2005年5月在东莞市成立了“中国环境科学研究院东莞工程技术中心”，作为东莞市环保基础设施工程建设的技术咨询和技术支撑单位。
两年多来，中国环科院东莞工程技术中心的专家组认真贯彻落实东莞市委、市政府的方针政策，自觉接受市环保局的领导，遵纪守法，秉公办事，兢兢业业、尽职其责。协助东莞市环保局制定了大量工程管理制度，并培训了大量的工程管理术人员，建立了完善的工程管理体系；在工程建设前期，进行了大量的技术文件（如可研报告、初步设计、施工图设计、基坑支护设计方案等）审查工作，为工程建设起到了技术把关作用；在施工建设期间进行施工现场技术指导，开展工程变更审查和工程进度款审查，并协助解决重大工程技术难题，为污水处理工程施工提供技术服务。中国环科院东莞工程技术中心的专家组出色地完成了工程技术咨询的工作，为东莞市大规模环保基础设施建设做出了卓越的贡献。同时积累了丰富的批量化环保工程技术咨询经验，这些经验对于我国类似的城市群环保基础设施工程建
