本文运用计量回归分析了农村贷款和农民收入增长之间的相关性,解释了农村贷款如何引起农民收入增长的传导机制.
农村信贷目前还没充分发挥其应有的作用,文中指出现有的农村金融体制的不完善是制约其发生作用的关键,农村金融市场的高度垄断性,政府对金融市场缺乏有效的监管,农村金融组织产权不清晰等都是农村金融体制的诟病.
农村金融供求的矛盾，造成大量的有效金融需求得不到满足，这在很大程度上延缓了农村经济社会的发展进程。近年来，金融机构对农业的投入不断加大，对优化农产品品质、提高农业经济的运行质量和效益、加快农业结构调整起到了积极作用，但是目前农村信贷供应与需求中仍存在诸多问题，从而影响了农村信贷的投放力度。
影响农村信贷投放的因素主要有，农村资金外流现象严重，农村信用环境差，农户贷款抵押担保难，以及支农贷款利率的相对过高等。
鉴于以上的存在的问题,文中提出要建立起多层次并能为农村经济发展和农民持续增收提供全方位服务的农村金融体系，从而改善农村金融服务环境，提高农村金融服务质量，加快新农村建设的步伐.
