The particular focus of this paper is small
organisations with fewer than 50 employees
and the extent to which these can be viewed as
learning organisations. Within the north-east
region companies of this size account for 43.3
per cent of total employment. Business startups
and survival rates depend upon the ability
of owners/managers in small organisations to
learn. This paper looks at the factors affecting
learning in these small organisations, a percentage
of which will go on to become the
focus of indigenous growth of the region’s
business and industry.
The Henley Centre report Planning for
Local Change (1996/97) explores a number of
environmental factors which can influence the
growth of small enterprises. The north-east of
England, in terms of these indicators, is
shown to be a particularly unfavourable environment
for SMEs.
