124．各国政府：
（a）谴责对妇女的暴力行为，并且不以习俗、传统、宗教为考虑来逃避其按照《消除对妇女的暴力行为宣言》的规定消除对妇女的暴力行为的义务；
（b）不对妇女施加暴力行为，尽力预防、调查及根据国家法律惩罚对妇女的暴力行为，不论此种行为是国家或个人行为；
（c）颁布和/或加强国内立法中在刑事、民事、劳工、行政等方面的处罚，使不论在家中、工作场所、社区或社会上对妇女及女孩施加任何形式的暴力行为的人都受到惩处，使受冤屈者得到昭雪；
（d）通过和/或执行并定期审查和分析立法，以确保其确能消除对妇女的暴力行为并强调防止暴力行为的发生和起诉违法者；采取措施确保遭到暴力的妇女得到保护，取得公正有效的补救办法，包括补偿和赔偿并治疗受害者，改造施加暴力者；
（e）积极努力批准和/或执行所有与对妇女的暴力行为有关的国际人权规范和文书，包括《世界人权宣言》（注21）《公民权利和政治权利国际盟约》（注13）《经济、社会、文化权利国际盟约》（注13）《禁止酷刑和其他残忍、不人道或有辱人格的待遇或处罚公约》（注22）所载的规范；
（f）考虑到消除对妇女歧视委员会第十一届会议通过的第19号一般性建议，落实《消除对妇女一切形式歧视公约》；（注23）
（g）提倡积极和鲜明的政策，推行将性别观点纳入所有有关对妇女的暴力行为问题的政策和方案；积极鼓励、支持和执行这样的措施和方案，使负责执行这些政策的人诸如执法人员、警察、司法、医疗及社会工作人员以及负责少数群体、移徙及难民问题的人，对妇女遭受暴力的原因、后果和机制有较多的认识和了解，并制定战略确保遭受暴力的妇女受害者不致因为对性别问题缺乏敏感认识的法律或司法惯例和执法行为而再次受害；
（h）为受到暴力摧残的妇女提供渠道，使她们能够向司法机关申诉，并按照国家立法规定，让她们所受的伤害能够得到公正及有效的补救，并使妇女知道有权通过此机制寻求补救昭雪；
（i）颁布和执行立法，惩治对妇女施加暴力行径
