后面的was built last year 是修饰前面的bridge

你造的第一个句子也可以。但用非限定性定语从句会更好些。

The bridge , where this photo was taken,was built last year.

或：The bridge ,on which this photo was taken,was built last year.

第一个是对的，只有一个动词呀，was taken 是一个谓语，后面的was 是主句的，可以写成这样
The bridge（ where this photo is taken) was built last year
