2.by 个人学习帐户制度，是政府最新的计划。用以向我们说明终身学习精神的价值。看了翻译，应该明白为啥去掉BY了吧？
3.whole and life-long has the same meaning, so delete the whole.
5.but表转折，测出根据上下文是顺承关系，无需转折。
6.even, 后面有but also了 去掉even
9. in cake decorating, 指的是参加蛋糕烹饪的晚课。
