size超过10mm的产品如果超过了总数的10%，那么有多少吨产品超过超过部分就扣款0.5美金.（例如现在是20%，那就是有10%的产品，即1000吨需要赔款，即1000x0.5=500美元）
买方认为，是size大于10mm的产品，超过总数10％的，再每超过1个百分点，就要赔偿0.5美元，例如现在是20%，即超过了10个0.5美元，就是每吨要赔款5美元，即10000x5=50000美元
请高手帮忙，已经提起仲裁，问题严重！
