社区警务是指存在于警方和社区之间的一种相互作用关系，旨在共同发展和解决社区的问题，密切警民关系控制和减少犯罪，搞好社区防范过程。我国的社区警务曾在建国初期得到一定发展，并形成一定规模，但是改革开放以后，当社区警务这个概念自20世纪80年代引入我国之后，我清楚的认识到社区警务的重要性，并在实践中得到不断的发展和完善，当今我国经济体制不断转型治安形式也不断发展，社区警务的建设也要顺应时代发展的需要，在社区警务建设当中要确立正确的指导思想，树立正确理念，还要着重完善社区警务的各项运行机制，同时要对社区民警的职责进行定位并且在实践中提高民警的素质，搞好群防群治，调动一切积极因素，为社区警务服务，从而使社区警务工作形成一个有机统一整体。真正作到“发案少，秩序好，群众满意”作好预防，努力创建良好的社区治安环境。本文从治理的视角出发，分析了西方和我国社区警务改革的实践历程及主要内容，在此基础上尝试对我国“社区警务”改革的实际运行情况进行分析，从而提出适用于社区警务的战略的合理建议。
