the entity shall incur no liability by reason of its failure to perform the obligations so suspended, provided that the disabling effects of such Force Majeure shall be eliminated by the affected entity as soon as to the extent reasonably possible, further provided that settlement of labor disturbances shall be within the sole discretion of the affected party.

因为不可抗力致使当事人不能履行义务（合同约定，应付款等，根据上下文）的，当事人无需承担责任，但是前提是该当事人（受不可抗力影响者）在合理的（允许的）时间内尽可能快地消除了此项影响，另外，该当事人（受不可抗力影响者）还应具有处理劳工争议的完全民事权利。

由于主体不能履行应尽的义务因此它也不用承担责任，只要在合情合理的程度下，当事方排除了禁止使用不可抗力的影响，只要劳动纠纷的判定由当事方自行解决。
