要以创新管理方式，完善运作机制。管理机构要积极调整及协调对于住宅小区内存在的环境综合问题，各职能部门应该按照法律法规齐抓共管，一方面把好源头关，另一方面严格查处现有的违法店档。做好环境规划，全面规划、合理布局，明确住宅区、工业区、混合区等不同功能区的范围和布设要求。完善环境法制，强化执法手段理顺执法体制，健全内部监督机制。加强日常管理加强项目审批，使用经济手段建立环保年检、年审制度。做好环境宣教，提高环境意识。加强环境教育、环境新闻、环境宣传工作。加强公众参与及发挥非政府组织作用，建立、健全公众参与环境执法机制；发动公众参与监督。
