语法上全是对的，但前者是名词性短语，和后面的动词短语搭配使用。
后者是定语从句，后面不能再跟动词短语。
这是个定语从句，若填that were most adults首先句子本身就是错的 你显然是把它看作主语从句 但是名词性从句中缺少名词应用what而不是that
