“民工潮”作为现代社会城市化进程中不可避免的趋势，已渐渐为人们所接受。作为“民工潮”持续发展的结果，上世纪90年代后，第二轮“城市移民”呈现出新的发展趋势。许多人不荐是孤身漂泊，而是在一个地方站稳脚跟后，拖家带口地迁移，流动儿童问题也因此浮出水面。然而。这些随父母一样生活在城市的儿童的生活状况却并不容乐观，他们始终和父母一样生活在城市的边缘。流动人口子女教育问题已成为流动大军涌入城市后日益突出的重要问题之一。如何保障民工子女接受义务教育的权利，使他们在同一片蓝天下，享受优质的教育资源，成为教育工作中的一个难点问题，社会中的一个热点问题。
宁波市这几年随着经济建设的飞速发展，外来流动人口规模的不断扩大。进城务工者数量业越来越多，而那些随父母一起来到宁波的民工子弟数目也越来越多，流动儿童少年入读公立学校需要缴纳程度不等的借读费或赞助费，很多民工家庭因收入较低，承受不起高额的费用，因此，失学或进入条件较差的简易民工子弟学校。
而这些学校往往只有少部分经过教育主管部门的批准，师资条件和教学设施都存在一定的问题，但因为其收费低廉，在低收入流动人口中较有市场，同时，办学者也能获得一定的经济收益，因而得到较快的发展。
但是这些学校在发展中受到各种压力，由于资金和社会支持不够，暴露出很多问题。
本文写作的目的在于，通过社会调查的方式，反映民工子弟学校的现状，并结合社会实际情况，提出解决这些问题的建议。作为一个宁波人，我认为自己有责任去关心这些为宁波城市建设付出辛勤汗水的外来务工人员，以及他们的未来——那些接受平等教育机会的民工子弟。
