UC知道请教高人：有关信用证条款的若干问题

(1)certificate issued by the carrier or master or their agent stating that the ccarrying vessel is permitted to enter any Arab port in accordance with their local laws and regulations.
(2)certificate issued by the carrier or master or their agent confirming that the carrying vessel(indicating the name of the vessel/s)hold(s) a valid international safety management certificate(ISM code).(in case the bill of lading evidences transhipment of goods involving a pre-carriage and an ocean vessel ,this certificate must confirm compliance for all the vessels).
(3)certificate issued by the carrier or master or their agent confirming that shipment has been effected by any conference or regular line vessels,covered by the new institute classification clause dated o1-Jan.-2001.
这三份证书，承运人是否能出？以及证书具体的含义是什么？因为是信用证上规定必须要由承运人或其代理出具的，请高人指点一下，谢谢各位！

这三份证书，承运人是否能出？以及证书具体的含义是什么？因为是信用证上规定必须要由承运人或其代理出具的，请高人指点一下，谢谢各位！
这三个是船证，整柜的话船公司出，拼箱的话，拼箱公司出。是中东开出L/C常见的要求。
第一个，是说船只允许进入阿拉伯的任何港口而且不违规。we hereby cerfity that the ccarrying vessel is permitted to enter any Arab port in accordance with their local laws and regulations.
第二个，是说船只拥有一个ism编码，就是国际安全编码，这个没有问题，we hereby certify that the carrying vessel(indicating the name of the vessel/s)hold(s) a valid international safety management certificate(ISM code).这样就ok了，我们经常做。
第三个是说船只符合国际船级公约。we hereby certify that shipment has been effected by conference or regular line vessels,covered by the new institute classification clause dated o1-Jan.-2001.
分别交给货代让船公司盖章就行了。
