本系统按照科研项目管理信息系统的开发方法，通过系统分析、系统设计、系统实施等一系列开发过程，开发一个有实用价值的科研项目管理系统，实现对项目信息、鉴定信息、论文信息、获奖信息、合同信息的管理，以提高科研项目管理的水平，提供及时、准确的信息服务并减轻管理人员制作报表、统计分析的负担。
该系统能对科研项目信息实现较全面的管理，管理功能模块具有如下功能：基础设置，项目管理，成果管理，服务推广，信息管理，用户管理等。
本系统在开发过程中以JSP为实现语言，使用SQL Server 2000作为后台数据库，围绕数据库进行软件开发。
