请问
1）这两句话中should be to complete ，should be to improve 这是什么结构呢？
2）为什么第一句话有时间短语by the end of this month，而句子不用完成时呢？

2）为什么第一句话有时间短语by the end of this month，而句子不用完成时呢？
1)是虚拟语气的结构，是指对没有做到或者将要做却还没有做的事的陈述，比如：the job should have been done before yesterday,but where the hell were you?
那件工作本来前天就应该完成的，但是你死到那里去了？
2）不能用完成时。还没做完事不能用，by the end of this month是指这个月月底，还没有到嘛。
就是这样了，其实我最怕语法了，一直都是混混噩噩的，以我的经验，学英语不要太注重语法。
动词不定式表示将来，
by the end of this month是将来的一个时间，
如果是the last month那就要用完成时拉
1.should be to complete should be to improve 动词不定式表将来
2. 表示将来的一个时间,截止到....时候为停止
动词不定式作表语
by the end of this month一般在谓语动词是行为动词的句子中用完成时
