素质教育,作为与应试教育相对立的一个概念,从提出到成为一个全民性的话题,坎坎坷坷,已经走过20个年头。人们看到的是,虽然20年来素质教育取得了一定进展,产生了积极的影响,但与其他一些大刀阔斧的改革相比,它的前进步伐显得那么艰难和缓慢。教师和学生都企盼着素质教育,而20多年来应试教育却仍然占领着教学阵地,支配着整个教学工作。造成这一现状有多种原因,原因主要有三点:一是人才选拔制度有失偏颇;二是教育评价机制不健全;三是传统的教育观念没有改变。要真正实现素质教育,首先,必须拥有一套科学的人才选拔制度;其次,必须制定科学的教育评价机制;第三,要求彻底改变旧的教育观念,建立新的教育观念。
