摘要
素质教育，作为与应试教育相对立的一个概念，从提出到成为一个全民性的话题，坎坎坷坷，已经走过20个年头。人们看到的是，虽然20年来素质教育取得了一定进展，产生了积极的影响，但与其他一些大刀阔斧的改革相比，它的前进步伐显得那么艰难和缓慢。教师和学生都企盼着素质教育，而20多年来应试教育却仍然占领着教学阵地，支配着整个教学工作。造成这一现状有多种原因，原因主要有三点：一是人才选拔制度有失偏颇；二是教育评价机制不健全；三是传统的教育观念没有改变。要真正实现素质教育，首先，必须拥有一套科学的人才选拔制度；其次，必须制定科学的教育评价机制；第三，要求彻底改变旧的教育观念，建立新的教育观念。
