摘要

由于长期城乡分离的现实，以家庭保障、土地保障、最低生活保障和部分集体保障为主的的社会保障体制已经不适应农村社会的发展，制约着新农村建设的步伐和建设和谐社会的进程，同时，农民对构建和完善社会保障体系的要求也变得日益迫切起来。因此，构建并健全农村社会保障体系，不仅是改革和完善我国社会保障体系的重大举措，更是事关农村乃至全国稳定和发展大局的大事。
本文主要通过对现行农村社会保障体系的分析，并以此分析结果为依据对如何构建我国农村社会保障体系进行思考和构想。文章第一部分，阐述构建农村社会保障体系的必要性，说明构建农村社会保障体系对我国经济政治都有深远影响；第二部分，简述我国现行农村社会保障的主要模式，认识我国农村传统的社会保障模式；第三部分，分析我国农村社会保障的现状和问题，进一步认识到我国农村社会保障目前所面临的严峻形势；第四部分，结合目前我国农村社会保障的现状和自己所掌握的知识，对今后如何构建我国农村社会保障体系进行思考与构想，并提出可行性建议。
