本文主要是对云南省红河州教育公共部门所辖人力资源的规划管理现状进行相关调查整理，进而展开合理化的预测分析。该公共部门始终把其人力资源统筹规划放在管理工作的重要位置上，积极构建适应自身发展、且具有区域特色的人力资源规划体系，以解决自身困难和缺陷。
本论文首先从目前我国教育公共部门人力资源的发展现状入手，层层细化，通过对云南省教育公共部门人力资源规划发展情况进行简要概述，最终回到本论文的研究对象——云南省红河州教育公共部门的人力资源发展上。然后，根据笔者在论文准备前期所进行的文献搜集和资料统计，通过图表的形式对红河州教育公关部门人力资源的现状进行分层面调查资料汇总，并作出相关预测分析。具体来说，章节开始是对红河州教育公关部门人力资源发展环境进行概述分析，包括对该州教育人才发展情况的调查和对所属15类全日制学校教职员工的数据统计；再结合图表，或者根据目前该州教育人员发展实际情况对红河州教育公共部门在人力资源的规划管理方面的几个重要环节（包括教育人力资源的文化素质、薪酬管理、绩效评聘及人才继续培训等四个方面）进行分类剖析，并对人事制度结构整合进行系统阐述；最后，综合前面对该州教育公共部门人力资源的分析研究，运用相关统计学分析方法，有侧重地对教育人力资源工作进行需求预测和供给预测分析。
