随着中国加入WTO，经济迅速发展，我国外汇管理制度的改革，引起了广泛关注。外汇管理方式逐渐由事前审批转向事后监督，由直接管理转向间接管理，在促进对外经济发展的同时，更加注重国际经济风险的防范。通过宏观了解我国外汇管理制度的现状，浅层分析中国外汇管理制度潜在的风险，从而探讨我国外汇管理制度应朝哪个方向改革。其中藏汇于民是外汇管理改革的一个方向，是目前形势下一项利国利民的政策选择。我们期待着我国外汇管理能够尽快以此为方向进行制度变革。现阶段，适应中国加入世界贸易组织后的新形势，中国的外汇管理将一如既往地坚持改革开放的大方向，坚持人民币完全可兑换的长远目标。
