农村劳动力转移是经济和社会发展的必然规律，是我国实现工业化和现代化的必然趋势。农村劳动力转移问题，关系到社会主义新农村的建设，关系到全面建设小康社会能否实现。促进泸县农村劳动力转移，成为当前泸县农村经济发展的重要目标，也是贯彻实施“西部大开发”和“两个大局”战略构想的主要内容。农村剩余劳动力的转移也是泸县农村经济发展的突破口，只有顺利转移出农村剩余的劳动力才能缓解人口过多对经济发展造成的压力，促进农村劳动力的有效转移，从而推动农村经济的发展。本文研究的目的在于探索实现泸县农村剩余劳动力有序转移的可行途径，以实现泸县农民增收和全面小康的根本目标。首先对国内外农村剩余劳动力转移的模式进行分析，以期找出可借鉴的有益经验，其次考察了泸县农村劳动力剩余的动因及对泸县经济的积极影响及转移中出现的问题，然后立足于转移的现状和问题，有针对性地、全方位地就促进泸县农村剩余劳动力转移的问题提出了自己的见解。
