摘要：随着各项事业的发展，财政经费越来越紧张，导致了目前乱收费，多头收费，重复收费的不良后果。税改费即是在这种情况下应运而生。“税改费”虽然不是税收制度改革的焦点，但它也成为一个大家非常关注的问题。多数人由于看到很多地方政府乱收费的事实，所以建议将收费的手段改为收税。就我国国情来说，应当先将收费规范化，合理化，待税收制度完善后，再逐渐将这种成熟的费改为税。
